Finance Minister Amir Khosru Mahmud Chowdhury presented the First national budget of the BNP government under Prime Minister Tarique Rahman with an outlay of Tk 9.38 lakh crore for the fiscal year 2026-27 in Parliament on Thursday, mapping out a strategy targeted at stabilisation and fiscal reform.
Chowdhury in his budget speech promised the building of an inclusive and accountable society, based on human dignity, sustainable development and progress based on production and investment by shifting away from debt-based growth of the past 15 years.
The budget has set an ambitious overall revenue mobilisation target of Tk 6.95 lakh crore to fund the massive public expenditure.
Out of this Tk 6.04 lakh crore is expected to be generated from taxes and duties, Tk 25,000 crore from non-NBR tax sectors, while non-tax revenue (NTR) sources are projected to yield Tk 66,000 crore.
The budget proposes an allocation of Taka 3 lakh 16 thousand 75 crore for development expenditure, including Taka 3 lakh crore for the Annual Development Programme (ADP), and Tk 6 lakh 21 thousand 925 crore for operating and other expenditures.
This is also BNP government's first budget without celebrated Finance Minister Saifur Rahman who rebuilt the economy in the late seventies, early nineties and the early first decade of the current century.
The overall budget deficit is estimated at Tk 2.43 lakh crore. To bridge this deficit, the government plans to borrow Tk 1.09 lakh crore from foreign funding sources. For domestic deficit financing, the administration will heavily rely on the country’s banking system, planning to borrow Tk 1.12 lakh crore from commercial banks. The remaining gap of Tk 15,000 crore is projected to be met through the sale of national savings certificates.
The bucget has earmarked Tk 1.27 lakh crore solely for debt servicing. Of the amount, Tk 1.05 lakh crore will go towards servicing domestic debt, while foreign loan interest payments will require Tk 22,500 crore.
Paying rich tributes to the martyrs of the July 2024 uprising and reaffirming the pledge to implement the July Charter by PM Tarique Rahman Rahman, the Finance Minister said, At every critical juncture in the history of our nation and its people, under the leadership of Shaheed President Ziaur Rahman and later Begum Khaleda Zia, BNP has consistently stood by the hopes and
aspirations of the people and guided the country forward.
Depicting a grim macroeconomic situation arising out of disrminatorial economic policies that increased disparities, led to plunder of banks and the stock market laungering lakhs of crore of Taka and raised the foreign debt burden from Taka 1.30 lakh crore in 2006-06 to Taka 8.12 crore, he said that the government has undertaken to rebuild the economy from a scratch.
Referring to the war in the Middle East he said that instability is the new normal in the current international relations and the economy still under different challenges.
The Finance Minister said, the BNP has long raised the question of political reform, recognizing that the fascist regime not only caused a deep economic crisis but also severely damaged the socio-cultural fabric of the country. In such a context, recovery and renewal are not possible without meaningful political reform.
At the same time, it must also be recognised that without the
democratasition of the economy, without building an inclusive and accountable economic system that accommodates all citizens, and without fostering humane cultural relations, political reform alone will not be sustainable, he said.
Chowdhury said, the fascist government through the misuse of state power weakened and hollowed out public institutions by widespread corruption and plundering of the economy. Under the guise of so-called development, it weakened the very foundations of our economy through large-scale looting and money laundering. In this context, the people have entrusted BNP with the responsibility not only of recovery, but also of placing the economy on a path of transformation and sustained prosperity.

Seeking cooperation of Members of this National Parliament, as well as of farmers, workers, students, women, youth,
entrepreneurs, professionals, expatriates, and citizens from all walks of life, regardless of their religion, race, ethnicity, social class, or profession, he said, "We firmly believe that through the continued implementation of electoral commitments, bold reform initiatives,and a united national effort, Bangladesh will advance steadily toward its development aspirations.
"Our commitment is to build a Bangladesh where equal opportunities are available to all, where enterprise and innovation are encouraged, where the rewards of hard work are ensured, and where the benefits of economic progress are shared by every citizen. Through economic democratisation, deregulation, and the empowerment of the people, we shall build a prosperous and confident Bangladesh..."
