The National Board of Revenue (NBR) no longer exists. In a sudden and secretive move, the institution was formally abolished at midnight.
In its place, two new entities—Revenue Policy Division and Revenue Management Division—have been created under the newly issued Revenue Policy and Revenue Management Ordinance.
The ordinance, issued late Monday night (12 May), was enacted despite strong objections from BCS income tax and customs cadre officers.
According to the ordinance, the Revenue Policy Division will be responsible for formulating tax policy, monitoring tax implementation, and overseeing collection trends. Meanwhile, the Revenue Management Division will handle the operational task of revenue collection.
The administrative structure of the Revenue Management Division will include officials from both the administration cadre and the income tax and customs cadres.
This significant structural shift marks a major change in the country’s revenue administration.
