Bangladesh to Build Modern Four-Dimensional Force

President Mohammed Shahabuddin on Sunday said the government is committed to transforming Bangladesh's armed forces into a modern, technology-driven four-dimensional force capable of addressing evolving security challenges.

Speaking at the 51st founding anniversary of the President Guard Regiment (PGR) at Dhaka Cantonment, the President said the government's "Bangladesh First" policy has been adopted to strengthen defence planning, preparedness, deterrence capability and the country's overall national security strategy.

He said implementing the policy would enhance the operational efficiency and capabilities of the armed forces while further strengthening the President Guard Regiment as a specialised unit of the Bangladesh Army.

"The country's defence system will become more efficient, modern and stronger. At the same time, the operational capability of the PGR will also be enhanced," he said.

The President stressed that the security of the Head of State, the Head of Government and visiting foreign dignitaries is closely linked to national security and the country's international image.

He called for stronger coordination among law enforcement agencies, intelligence organisations and relevant government institutions to ensure a more effective and integrated security system.

"I know you are performing your duties in coordination with one another. I hope this understanding and cooperation will be strengthened further in the future," he said.

At the same time, the President urged PGR personnel to ensure that security arrangements do not unnecessarily restrict public interaction with national leaders while giving the highest priority to their protection.

Referring to emerging global security challenges, Shahabuddin said rapid technological changes have introduced new threats, including cyberattacks, artificial intelligence (AI)-driven risks and hybrid warfare.

"The concept of security is changing rapidly around the world. Alongside conventional threats, new security challenges have emerged," he said.

"There is no alternative to strengthening technology-based capabilities, intelligence analysis, effective strategies and constant preparedness to tackle these challenges."

He expressed hope that the PGR would continue enhancing its operational excellence through advanced technology, international-standard training and professional development in line with evolving global security practices.

The President paid tribute to the martyrs of the Liberation War, valiant freedom fighters and Biranganas. He also remembered former President Ziaur Rahman, saying the President Guard Regiment developed into its present form during his leadership, and acknowledged the contribution of former Prime Minister Begum Khaleda Zia to the regiment's expansion and professional development.

He also paid homage to the five PGR members killed during the assassination of President Ziaur Rahman on May 30, 1981, and to all personnel who sacrificed their lives in the line of duty.

The President further remembered those killed during the July-August 2024 mass uprising and expressed sympathy for the injured.

Describing the PGR as one of the Bangladesh Army's most disciplined and specialised units, Shahabuddin said the regiment plays a vital role in protecting the President, the Prime Minister, foreign dignitaries and other important state personalities while representing the country's dignity during official ceremonies.

Addressing officers, junior commissioned officers and soldiers, he said their responsibilities demand constant vigilance, discipline, integrity, sound judgement and professional competence.

He praised PGR members for performing their duties with dedication despite adverse weather, demanding conditions and extended working hours, thereby upholding the proud traditions of both the regiment and the Bangladesh Army.

The President said that while modern weapons and technology are essential, discipline, loyalty, ethics and a strong sense of responsibility remain the foundation of a professional military force.

Expressing confidence in the regiment's future, he said the PGR would continue to earn public trust through integrity, professionalism and exemplary service to the nation.

The ceremony was attended by the Army Chief, the Military Secretary to the President, the Secretary to the President and the President's Press Secretary.
