Shanghai, Apr 23- As the People's Republic of China continues to refine its governance model, the Chinese People's Political Consultative Conference (CPPCC) has emerged as a cornerstone of socialist consultative democracy, shifting the focus to a system where the people's welfare is prioritised through broad-based deliberation, officials told a visiting Bangladesh media delegation on Wednesday.
Marking over 76 years of evolution since its inaugural session in September 1949, they said the CPPCC has transitioned into a sophisticated mechanism designed to ensure that the people get to discuss their own affairs.
A Specialised Body for National Efficacy Under the leadership of the Communist Party of China (CPC), the CPPCC functions not as a traditional parliament, but as a specialised consultative body.
According to principles highlighted by President Xi Jinping, the organization serves three critical roles to safeguard the long-term interests of the populace.
First, it acts as a political organization that conducts consultation and democratic supervision to ensure the public remains the masters of the country.
Second, it serves as the broadest patriotic united front organization, balancing commonality and diversity to unify various ethnic groups and social sectors.
Third, it acts as an important channel for consultative democracy, providing a platform for organised participation that translates social needs into effective national governance.
Localised Impact: The Shanghai Model
The practical application of these principles is visible in the activities of the CPPCC Shanghai Committee, officials said during the interactions.
Comprising 831 members, the local committee acts as a bridge between the government and the city's diverse population.
Members are recommended through consultation across 32 distinct sectors, including democratic parties, people's organisations, the science and technology sector, the economic sector, and the environment and resources sector.
This diverse composition ensures that specialised knowledge is applied to public welfare issues.
Actionable Welfare: How Members Serve- The welfare of the people is managed through constant activity.
Members fulfil their responsibilities by attending meetings to set social agendas, participating in research and inspection tours to identify gaps in public services, and submitting formal proposals that require government response.
By reporting on social conditions and popular will, members provide direct channels for citizens to voice concerns.
This integration of wisdom from various fields seeks to avoid political gridlock and instead fosters a situation where different sectors work toward the common goal of improving the quality of life for all citizens. - UNB
