Russia Sees Positives in New US Plan on Ukraine War

Russia has reviewed the latest draft of a US proposal to end the war in Ukraine and considers parts of it constructive, while insisting that other elements need further discussion, the Kremlin said on Wednesday.

Speaking to a Russian state television reporter, Kremlin aide Yuri Ushakov said the document requires “truly serious analysis” and noted that Moscow has not yet held consultations with any party regarding its contents.

“Some aspects can be viewed positively, but many require detailed expert discussions,” Ushakov said.

Washington has not made the revised plan public. On Tuesday, US President Donald Trump described it as a “fine-tuned” version of an earlier 28-point proposal that would have required Ukraine to withdraw from the Donetsk region and reduce the size of its military — conditions that Kyiv had criticised.

Ukraine later said it had reached an “understanding” with the United States, noting that some contentious points had been scaled back during talks in Geneva.

Trump said US officials will now engage both sides in an effort to finalise the agreement.

The Kremlin also confirmed that US special envoy Steve Witkoff is scheduled to visit Moscow next week for a meeting with Russian President Vladimir Putin.

Ushakov separately criticised European involvement in discussions on ending the war, accusing European countries of “meddling” in the peace process.
