COP29 Marked a Milestone as Loss and Damage Fund was Actioned

As the Fund for Responding to Loss and Damage (FRLD) Board meets in Manila from October 7–9, we are collectively demanding that they stop investing billions in war and destruction and instead, fill the Loss and Damage Fund immediately.

We refuse to accept crumbs while billions are allocated for militarization and war. Let's amplify our message and make #FillTheFund impossible to ignore!

The Fund for Responding to Loss and Damage (FRLD) exists because civil society, grassroots organizations, and developing country governments fought for it, demanding justice for people and communities bearing the brunt of a crisis they did not create. It is a hard-won victory that recognizes the right of those most affected by the climate destruction to receive the financial support they need to recover and rebuild.

But a Fund without resources is an empty promise. Loss and Damage is the direct result of decades of inaction and failed climate finance commitments by Global North governments. While they pour billions into fossil fuel expansion, weapons, genocide and wars, families and communities across the Global South fight every day just to survive the floods, droughts, super typhoons, and rising seas that they did not cause.

This October 7, as the 7th FRLD Board Meeting opens in Manila, Philippines, we also mark the 24 months of atrocities in Palestine, when the Israeli government, under the guise of retaliation, unleashed attacks that we know are acts of genocide and ecocide. This date exposes how the richest governments can always find vast sums to support war and destruction, while starving efforts for justice and repair.  If they can fund weapons and the genocide in Palestine, they can, and must, deliver their obligations to the communities living with the impacts of a crisis they did not create.

The 7th FRLD Board Meeting, where the Fund’s Resource Mobilization Strategy will be decided, is a decisive moment for us to act. Our struggles and collective power won the creation of the FRLD, and we cannot allow that victory to be hollowed out. Global North governments must face up to the responsibilities. We see the billions they pour into weapons, fossil fuels, and military occupations, resources that should instead support communities in the Global South, helping them adapt, recover, and rebuild as repayment for the massive climate debt built up through decades of pollution and delay.

Objectives

1. Ramp up pressure to compel rich country governments to urgently put real, adequate, predictable, and grant-based finance, including for military-induced climate harms and ecocide, into the FRLD, at the scale of need.

2. Stop the genocide in Palestine. Expose and challenge the billions of dollars poured into fossil expansion, military spending and war while communities in the Global South suffer

3. Amplify the voices of communities already living with the worst consequences of climate crisis

4. Build momentum towards COP30 by increasing public clamor for scaled-up delivery of Loss and Damage finance through the FRLD

The FRLD was born from our struggle and solidarity. Now we must make it real. On October 7, we stand together to demand: Stop pouring billions into war and destruction. Fill the Fund NOW!

We know G7 countries spent $1.2 trillion last year on military expenditures. These are the same governments that are stalling when it comes to Loss & Damage finance. Of the US $790 million pledged to the Fund for Responding to Loss and Damage (FRLD), only about US $348 million has actually been delivered.

While communities in the Global South drown, burn, and rebuild from a crisis they didn’t cause, Global North governments are stockpiling weapons and letting the FRLD starve. It’s time to shame them into action!
